I think we need to change/add to the forum setup a little. We need new topics: a seperate suggestion topic, a gear topic, a general chat topic for just talking, important info/announcements, and others. This is based of forums for other online games that I've played and it usually works well. Is there the option to create usergroups? If so, we need one group for each rank and special forums for officers.
